NLPNP selects people likely to establish in the province.
Five NLPNP categories cover Express Entry workers, other skilled workers, graduates and two entrepreneur groups. The province ranks interest using published priorities, not a public numerical points table.
Three worker routes
Express Entry Skilled Worker, Skilled Worker and International Graduate.

Invitation-first model
An EOI records interest; invited candidates normally receive a deadline to submit the complete file.
AIP is separate
Atlantic Immigration Program is federally administered but provincial designation and endorsement use the same provincial EOI environment.

The province publishes priorities rather than score weights.
2026 prioritization
Current factors include health and health-related roles, rural sales/service roles, rural or regional destinations, underrepresented occupations, strong employer history, retention ties, local graduates, Francophones and credible settlement support.
Retention evidence
Previous study or work, family, a durable job, employer support and realistic settlement planning may strengthen provincial priority. No public point value is assigned to each factor.
International Graduate detail
The PGWP should have at least four months remaining. Out-of-province graduates generally need a study-related offer and at least one year of NL work.
Entrepreneur sequence
International entrepreneurs generally operate the business for at least one year under a performance agreement before nomination; graduate entrepreneurs must already have the qualifying local operation.
NOC and TEER organize the worker evidence.
Select the five-digit NOC from duties, then verify education, experience, wage, licensing and whether any TEER 4 occupation is currently treated as in demand.
Offer duration
The occupation and duties must support a full-time eligible position of sufficient duration, not a nominal title.
Graduate relationship
NOC is used to test whether employment relates to the completed program, subject to the province's stated exceptions.
Regulated occupations
Meet the relevant provincial accreditation or licensing requirements in addition to the immigration test.
EOI consistency
The NOC, employer, community and work history in the EOI must be supported in the invited application.
Why there is no NLPNP points calculator
Newfoundland and Labrador publishes priority factors but not numerical weights or a fixed invitation threshold. A calculator would invent a scoring system the province has not disclosed, so this guide keeps the decision factors visible without producing a false score.
A calculator should be published only when an official, current numerical grid can be mapped safely to today's pathways.

Select NLPNP or AIP
Confirm the worker, graduate, entrepreneur or separate AIP route before entering the provincial system.

Validate the job and NOC
Check duties, TEER, wage, licensing, employer eligibility and offer duration.

Submit an accurate EOI
Describe the occupation, location, employer, provincial ties, language and settlement factors truthfully.

Wait for an invitation
Priority and capacity affect selection; an EOI is not an application or guarantee.

File the complete application
Invited candidates must meet the stated deadline and document all EOI claims.
- 06
Continue to the federal stage
After nomination or endorsement, apply through the correct IRCC route and maintain legal status.
