Start with a base-stream nomination.
The province or territory assesses its stream requirements and your intention to settle there. This nomination uses the non-Express Entry federal process; you do not wait for an Express Entry invitation.
- 01
Read the stream name, validity and conditions on your approval and retain your provincial submission.
- 02
If the route is unclear, confirm it with the province before choosing the federal application process.
Reconcile the federal file with your provincial evidence.
- 01
Prepare the nomination, passports, identity, civil-status and children’s records.
- 02
Reconcile address, work, study and travel histories; provide required supporting material in English or French.
- 03
Follow checklist IMM 0199 and the provincial-nominee forms, including additional business-nominee requirements where relevant.
- 04
Plan for required police certificates. Explain unavailable evidence and your attempts to obtain it; an explanation is not guaranteed acceptance of a missing document.
Submit through the correct PR application process.
Normally, you apply through the Permanent Residence Portal. Complete the forms and uploads, pay the required fees and follow the signature instructions. Alternative formats can be requested for accessibility needs.
- 01
Before filing, independently check names, dates, family members and nomination details.
- 02
Keep the final submission, payment receipt and submission confirmation together for later correspondence.
Receipt, assessment and work authorization are different steps.
After the completeness check, IRCC issues an acknowledgement of receipt (AOR). Biometrics, medical examinations or additional information may follow. Report changes to family, address or nomination. Nomination alone does not authorize work, and the federal government still decides permanent residence.

Your nomination type determines the federal route. Holding an Express Entry profile does not automatically convert a base nomination into an enhanced one.
