PR-card eligibility and timing.

Be a permanent resident, physically present in Canada, not a Canadian citizen, not under an effective removal order and not convicted of PR-card misuse.

Meet the residency obligation or provide the applicable legal/H&C submissions; a card application can trigger status review.

A PR card is normally valid for 5 years, sometimes 1 year. Renew when it expires or will expire in less than 9 months unless an allowed personal-information update is needed.

If the first address and photo were not provided within 180 days after becoming PR, submit a first-card application.
The residency obligation is normally 730 days in 5 years.
PR for 5+ years
Show at least 730 qualifying days in the 5 years immediately before assessment.
PR for under 5 years
Show that enough time remains to reach 730 days by the fifth anniversary of becoming PR.
Qualifying time abroad
Certain days accompanying a Canadian citizen spouse/parent, qualifying Canadian-business or public-service employment, or accompanying a PR so employed may count.
Evidence
Travel log, passports, CBSA records, leases, work/pay, CRA, banking, school, health and family records should tell one consistent story.
Expired card does not equal lost PR status.

PR status ends only through a formal determination after an inquiry/appeal, voluntary renunciation, an enforceable removal order or becoming a citizen.

Even a person who appears short of 730 days remains a PR until a legal decision changes status.

Do not describe yourself as a visitor or apply for an eTA while PR status remains unresolved. Assess a PRTD, entry at the land border, appeal rights or renunciation with advice.

Humanitarian and compassionate factors may be relevant in a residency-obligation determination but require a complete, documented explanation.
Build the PR-card application carefully.

Use the current PR Portal and IMM 5444, checklist and photo specifications.

Report all absences and qualifying time accurately; upload passport/travel documents for the relevant period and supporting residence evidence.

For a lost, stolen, damaged or never-received card, complete the detailed declaration section and report the circumstances.

Pay the current fee, submit clear translations and monitor for a request to pick up the card in person.

Destroy the old card as instructed after replacement and never lend or alter a PR card.
Plan return travel before leaving Canada.
Commercial carrier
A PR normally needs a valid PR card or PRTD to board a plane, train, bus or boat to Canada.
Private land vehicle
A PR may present other proof of PR status at a land border in a private vehicle, but entry and residency questions remain.
PRTD
The overseas officer assesses PR status and residency obligation; refusal normally includes IAD appeal information.
Urgent
Urgent processing requires proof of travel and a qualifying reason and is never guaranteed. IRCC says a PR card cannot be processed in less than 3 weeks.
Urgent requests need both travel proof and urgency proof.

For a PR card, show travel generally within 3 months plus itinerary/ticket, payment receipt, explanation and evidence such as serious illness/death, employment need or crisis/vulnerability.

For urgent PRTD treatment, follow the overseas instructions and show imminent return travel—IRCC’s tool refers to travel within the next 5 days in specified situations.

Mark the online/paper request as urgent exactly as instructed. Missing proof leads to normal processing.

Never finalize travel on an assumed timeline; even eligible urgent processing is not guaranteed.
