Why Québec is different

Québec does not participate in the Provincial Nominee Program. It operates separate selection programs and normally issues a Certificat de sélection du Québec (CSQ) to selected applicants.

For skilled workers, the current Skilled Worker Selection Program uses an expression of interest in Arrima, stream-specific invitation criteria and a permanent-selection application before the federal PR stage.
