PEI uses separate worker, Express Entry and business pathways.
The right route depends on whether the candidate works in PEI, has Canadian intermediate experience, graduated locally, has an in-demand occupation, is outside Canada with employer support or qualifies in federal Express Entry.
Seven worker routes
Critical Worker, Intermediate Experience, International Graduate, Occupations in Demand, PEI Express Entry, Skilled Worker in PEI and Skilled Worker Outside Canada.
Targeted invitations
Healthcare, trades, childcare and other key shortages receive priority under current selection settings.
Six-month profile
Workforce and Express Entry EOIs remain active for six months unless invited or withdrawn.
Business route
The Work Permit Stream requires active management under a Performance Agreement before nomination.
Choose the pathway from work location, TEER and provincial history.
| Pathway | Core profile | Key requirement | NOC / TEER role |
|---|---|---|---|
| Skilled Worker in PEI | Skilled worker already employed by an eligible PEI employer | Long-term full-time offer and current qualifying employment | Normally TEER 0–3; duties and licensing must align |
| Skilled Worker Outside Canada | Skilled worker abroad selected with PEI employer support | Eligible offer and authorization/invitation under current intake | NOC and employer approval are central |
| Critical Worker | Worker in an eligible lower-TEER occupation | PEI work experience and long-term full-time offer under current criteria | Specific eligible NOC/TEER controls access |
| Intermediate Experience | Worker with Canadian experience in a TEER 4 occupation | At least six months of relevant Canadian work on an LMIA-based permit and a two-year PEI offer | Offer must be TEER 4 and related to experience |
| International Graduate | Recent eligible PEI graduate working for a PEI employer | PGWP, local education and qualifying long-term employment | Offer NOC must satisfy the graduate stream |
| Occupations in Demand | Worker with an offer in a published shortage occupation | Exact occupation, experience, language and employer conditions | Only current listed NOCs qualify |
| PEI Express Entry | Candidate eligible in a federal Express Entry program | Valid profile plus PEI selection factors; a PEI offer may strengthen the file | Primary NOC and federal work eligibility must remain consistent |
| Work Permit Stream | Experienced business applicant who will actively manage in PEI | $600,000 net worth, age 21–59, high school, CLB 4 and Performance Agreement | Management evidence replaces worker NOC scoring |
Selection follows labour-market priorities, not profile creation order.
Current emphasis
PEI states that invitations prioritize health care, trades, childcare and other key labour shortages. Candidates in sales and service may not receive invitations.
Intermediate Experience
Published requirements include age 18–59, high school, two years of experience or education in the past five, CLB 4, six months of qualifying Canadian work and a two-year TEER 4 PEI offer.
Business application fee
The Work Permit Stream publishes a $10,000 application fee and requires the entrepreneur to meet the Performance Agreement before nomination.
Invitation history
EOI draw pages show past invitations, but sector focus, business/workforce allocation and scores can change from draw to draw.
NOC decides which workforce pathway can accept the offer.
Select the code from job duties, then use TEER and the official occupation page to distinguish Skilled Worker, Critical Worker, Intermediate Experience and Occupations in Demand.
TEER 4 experience
Intermediate Experience is specifically designed around TEER 4 and qualifying Canadian work; it is not a generic fallback for every TEER 4 offer.
Published shortages
Occupations in Demand requires an exact current NOC, not a general labour-shortage claim.
Express Entry
The primary NOC and qualifying work must support the federal program as well as provincial selection.
Licensing
Meet PEI certification or professional registration independently of the immigration pathway.
Why the PEI public score is not automated here
PEI's current worker pages still link to a Workforce Application Guide dated August 2020, whose grid uses the pre-NOC 2021 skill-level model and does not cleanly cover all newer current pathways. Automating it as a current TEER calculator would create false precision. Use the official guide and current draw page together until PEI publishes an updated compatible grid.
A calculator should be published only when an official, current numerical grid can be mapped safely to today's pathways.
Move from the current pathway to the federal application
- 01
Identify the exact worker or business route
Use work location, education, status, TEER, employer support, Express Entry or business history.
- 02
Match NOC and offer
Verify duties, occupation list, wage, duration, language, experience and licensing.
- 03
Create the PEI EOI
Enter only supportable facts; the profile is active for six months and is not an application.
- 04
Monitor targeted invitations
Priority sectors and allocation determine whom PEI invites.
- 05
Submit after invitation
Pay the applicable fee and document every factor before the deadline.
- 06
Continue to IRCC
After nomination, follow the Express Entry or non-Express Entry federal route and maintain intent to reside in PEI.
