MPNP is an economic program with three main streams.
Manitoba issues provincial nominations; IRCC makes the final permanent-residence and admissibility decision. The right route depends on your Manitoba employment, connection, education or business plan—not only your points.
Skilled Worker Stream
For skilled workers in Manitoba or overseas with an eligible Manitoba connection.
International Education Stream
For recent graduates of eligible Manitoba institutions through employment, internship or entrepreneurship pathways.
Business Investor Stream
For qualified entrepreneurs and experienced farm investors who will establish and operate in Manitoba.
Two federal routes
Some nominations can be connected to Express Entry; others use the non-Express Entry PNP process.

The two skilled-worker pathways use different connections.
Skilled Worker in Manitoba
Normally based on valid status, continuous full-time work for an eligible Manitoba employer and a qualifying long-term offer. Many workers need at least six months with the employer; certain graduates from another province need at least one year.
Skilled Worker Overseas
Requires an eligible Manitoba connection and at least 60 points on the separate eligibility grid for age, language, work, education and adaptability. Sixty points allows assessment; it is not an invitation score.
Employment standards
The job, employer, wage, hours, status, genuine recruitment and ability to perform the duties must satisfy the applicable instructions. Regulated occupations require the provincial authorization needed to practise.
Express Entry option
A valid federal Express Entry profile may allow an enhanced nomination when the MPNP route and draw support it. A provincial EOI is not the same as a federal Express Entry profile.
Do not use the 1,000-point EOI calculator to decide whether you reach the 60-point Skilled Worker Overseas eligibility minimum. They are different grids used at different stages.

Business pathways assess ownership, funds and implementation—not only an idea.
Entrepreneur Pathway
Published starting criteria include at least three years of qualifying business-owner or senior-manager experience in the previous five years, minimum net worth of $500,000, minimum CLB/NCLC 5 and active management in Manitoba.
Minimum investment
At least $250,000 for a business in the Winnipeg Metropolitan Region or $150,000 outside it, subject to eligible-investment and business-plan rules.
Farm Investor Pathway
For experienced farm owners/operators establishing a primary-production farm in rural Manitoba. Published minimums include $500,000 net worth and $300,000 investment, plus farm experience and a research visit.
No generic calculator
Business assessment includes documents, net-worth verification, interview, business concept and performance conditions. A simple arithmetic widget would not reliably determine eligibility, so this page does not present one as an official result.
Use the correct NOC 2021 code wherever the occupation affects eligibility.
Choose the five-digit NOC by matching the lead statement and most main duties—not by job title alone. Then confirm the TEER, language rule, licensing, in-demand status and whether the offer or experience is accepted under the pathway.
Skilled workers
Use the NOC for each claimed job and the Manitoba offer. Duties and dates must be consistent across letters, permits and the EOI.
Career Employment
The job-offer NOC is essential because the occupation must meet the current in-demand and education-related rules.
Regulated work
A matching NOC does not grant permission to practise. Check the Manitoba regulator and obtain the required recognition or licence.
Business applicants
Describe the business sector and management experience accurately. Do not force a worker NOC into a pathway that assesses a business proposal.
Skilled Worker EOI ranking is scored out of 1,000.
An eligible candidate creates an Expression of Interest profile. Manitoba ranks profiles and may invite selected candidates in a draw. The score is not a nomination and draw thresholds can change.
Language
Up to 25 per first-language ability, plus 25 for a second official language at CLB/NCLC 5+ in all four abilities.
Age
Maximum for ages 21–45; the grid assigns lower points at ages 18–20 and 46–49.
Work
Up to 75 for years of work plus 100 only when fully recognized by the provincial licensing body.
Education
From formal post-secondary credentials up to master's or doctoral education.
Adaptability
Manitoba connections and demand, including eligible ongoing employment or strategic recruitment; factor total is capped at 500.
Risk
Other-province work and study can each deduct 100 points.

Selection occurs through MPNP draws or pathway-specific processes. Recheck every claimed factor before accepting.

Upload the required evidence and pay the applicable fee before the deadline shown in the letter and portal.

Apply to IRCC after nomination
Use the Express Entry or non-Express Entry PNP route stated in the nomination and maintain status and nomination conditions.
