A new mandatory form
On November 3, 2026, IRCC published a new form on its application forms list: the Canadian Refugee Claim Application – Consent and Declaration Form (IMM 0292), version 09-2026. It arrived with the asylum reforms that took effect the same day, which moved the basis-of-claim information from the IRB's old Basis of Claim Form into the IRCC Portal application.
It is not a questionnaire. It is a declaration the claimant signs by hand after the online application is filled in, confirming that they understand the process, agree to the information sharing it requires, and that everything in the application is true to the best of their knowledge.
When it is uploaded
For an inland claim, the form belongs to Part 2 of the process in Guide 0174. Part 1 starts the claim; the claim itself is made at an in-person appointment. If the officer finds it eligible for referral to the Immigration and Refugee Board (IRB), the claimant receives a Notice of Application Due Date and has 60 days to complete Part 2 online, with one 30-day extension on request. The signed IMM 0292 is a required document for that submission, next to a copy of the travel or identity document, the interpreter's declaration where one was used, and the Use of a Representative form (IMM 5476) where someone represents the claimant.
Guide 0192 sets the same requirement for people who first made their claim to the Canada Border Services Agency (CBSA) at a port of entry and were told to complete it in the portal. The form is needed with or without a representative: if an authorized representative submits the application, the representative completes the client consent inside the portal and the claimant still signs the paper IMM 0292.
Who signs, and how
- Each adult signsEvery claimant aged 18 or over reads the whole form and signs it. One form covers a family group; the account holder makes sure each member appears on it.
- ChildrenA parent or legal guardian adds a line for each child and signs for them. A minor with no parent or guardian is signed for by a Designated Representative or, failing that, ticks the box saying they completed the form to the best of their abilities.
- Declaration A or BDeclaration A: the person can read English or French and understood the application without an interpreter. Declaration B: the application was interpreted; it records the languages and confirms that the interpreter's declaration has also been submitted.
- Print, sign, scan, uploadThe form is printed, signed and dated by hand (YYYY-MM-DD), then scanned and uploaded to the portal account before the application is submitted; for a family group, to the principal applicant's account.
What the signature means
The declaration covers the whole application and every attached document. The claimant declares that the information is complete, true and correct and acknowledges that the IRB will use it. The form warns that a false statement or concealment of a material fact may lead to inadmissibility, prosecution or removal, and that misrepresentation under section 40 of the Immigration and Refugee Protection Act can bar the person from certain IRCC programs for five years. The signer also undertakes to tell IRCC at once if any answer changes and, in a family group, accepts that the email address used to create the portal account is where IRCC and CBSA will send all correspondence. Both declarations have the same force as a statement under oath.
What this means for claimants
If you are completing Part 2, download IMM 0292 from the IRCC forms page, read it in a language you understand, and leave time for every adult in the family to sign before the 60-day deadline. Do not sign Declaration A if someone read the application to you; use Declaration B and upload the interpreter's own declaration too. Keep a copy: the form becomes part of your immigration record, and IRCC says it will be used to verify family details on future applications. Claims submitted before November 3 are processed as usual, according to IRCC.
