Overview & Complete Guide
Regional & Québec Programs
Choosing a regional route starts with where you genuinely intend to live and work. We explain how community pilots, Atlantic immigration and Québec selection differ, so you can identify the role of a job offer, local recommendation or provincial selection in your application.

Each guide covers requirements, documents, process and official sources. Checkers provide an initial assessment and do not replace an official decision.
01
Rural & Francophone Community Pilots
These pilots connect a participating community’s labour needs with a designated employer’s job offer. Start with the community and employer, then check your own eligibility and the recommendation process. A vacancy elsewhere in the same province does not necessarily fit the pilot.
First question: Is the employer designated in the community where you intend to settle?

Atlantic Immigration Program
The Atlantic route links a designated employer’s offer with a settlement plan and provincial endorsement before the federal PR application. It covers the four Atlantic provinces. Review the offer and endorsement requirements together; an ordinary job offer alone does not complete the process.
First question: Can the employer support the endorsement and settlement process?

Québec Skilled Worker Immigration
Québec selects skilled workers through its own process. Under the Skilled Worker Selection Program (PSTQ), expressing interest, receiving an invitation and applying for permanent selection are different stages. A Québec Selection Certificate (CSQ) is followed by the federal permanent-residence stage.
First question: Which Québec stream fits your occupation and profile?

Québec Business Immigration
Québec’s investor, entrepreneur and self-employed routes have separate requirements. Compare the role you intend to take in the business, your experience and your financial evidence before choosing a route. Purchasing a business or making an investment does not, by itself, establish immigration eligibility.
First question: Are you pursuing an investment, an operating business or self-employment?

What should you organize before comparing programs?
Prepare your intended location, work history and duties, language results, education, current Canadian status and job-offer details. For a business route, add your management experience, intended role and evidence of how funds were acquired. This helps distinguish interest in a program from readiness to apply.
Use the matching checker for an initial assessment, then read the program guide and identify missing evidence, deadlines and the next action. Employer designation, a community recommendation, Atlantic endorsement and a CSQ serve different purposes; none replaces the final PR decision.
