Immigration and medical licensing are separate
Canada has introduced targeted immigration measures for medical doctors, including an Express Entry category for physicians with qualifying Canadian experience and reserved provincial nomination spaces.
Immigration approval does not authorize a person to practise medicine. Foreign credentials must be assessed and the physician must meet the licensing rules of the provincial or territorial medical regulator.

Pathways to examine
Express Entry — Canadian physician experience
A dedicated category may select eligible physicians with at least one year of full-time Canadian medical-doctor experience in the previous three years.
Provincial Nominee Program
Federal spaces are reserved for provinces and territories to nominate physicians with qualifying job offers or letters of support.
Other Express Entry or regional routes
A physician may also qualify through another Express Entry category, a base PNP or a regional program when all program rules are met.
Facilitated work-permit processing
Certain provincially nominated physicians may benefit from expedited work-permit processing while the permanent-residence application is pending.

- The correct physician NOC and complete evidence of duties and work dates
- A qualifying Canadian job offer, letter of support or nomination where required
- Credential assessment and licensing through the applicable medical authority

A practical sequence

Assess credentials and licensing
Start the medical credential and regulator process early; it can proceed separately from immigration.

Identify the immigration route
Compare Express Entry, PNP and regional requirements using the physician’s actual experience and offer.

Obtain required support
Secure the job offer, provincial support or nomination required by the chosen pathway.

Complete federal processing
Submit the permanent-residence and any eligible related work-permit application with consistent evidence.

- Medical licensing and immigration selection are separate decisions.
- The special Express Entry physician category still requires eligibility for an Express Entry-managed program.
- A provincial nomination does not replace IRCC's final eligibility and admissibility decision.
