The measure is for workers already in Canada with a valid work permit
On September 9, 2026, IRCC announced a temporary measure that lets eligible work permit holders study without applying for a study permit. Its stated aim is to help workers already in Canada build in-demand skills while they keep working. IRCC gave tradespeople, nurses and laboratory technicians as examples.
The notice refers only to "eligible" work permit holders and does not list detailed criteria. IRCC said it would begin notifying eligible workers directly during the week of the announcement. The notice states that this is not a new pathway for workers to come to Canada.
Study is limited by both the length of the course and the work permit
- The course or program must last six months or less.
- The exemption ends when the valid work permit expires, even if the course has not finished.
- Full-time studies still require a study permit.
- All other applicable immigration requirements remain in force.
The policy removes a narrow timing restriction
The public policy exempts eligible workers from the part of paragraph 188(1)(c) of the Immigration and Refugee Protection Regulations that requires a course or program to be completed within the period of stay authorized on entry. The exemption lasts until the worker's permit expires, the policy expires or it is revoked, whichever happens first.
The measure runs to December 31, 2027
The Minister signed the policy on August 5, 2026. It took effect 30 days after signature and expires on December 31, 2027. IRCC may revoke it at any time without prior notice.
Before registering for a course, a worker should confirm the program's length and study load, the work permit's expiry date, any professional-licensing rules, and whether a study permit is still needed for the intended studies.
