What opened on August 4
The OINP opened the expression of interest portal for the Ontario Workforce Priority (OWP) stream on August 4, 2026. The stream covers job offers in all TEER categories and self-employed physicians.
OWP replaced the former OINP streams on June 25, 2026. The eight former streams were removed, the old EOI system stopped accepting new EOIs, and EOIs and job offers under the former streams that had not been converted to an invitation are being withdrawn. Registering an EOI is not the same as receiving an invitation to apply, and an invitation is not a nomination. Each stage has its own eligibility and document requirements.
The main pathways in the stream
TEER 0, 1, 2 and 3
A full-time, permanent job offer, the required work experience, a post-secondary credential, and Canadian Language Benchmark (CLB) 6 (CLB 5 for some occupations).
TEER 4 and 5
A full-time, permanent job offer, nine months of cumulative experience in the last two years, a secondary school diploma and CLB 4.
Self-employed physicians
No job offer is needed. The physician must be in good standing with the College of Physicians and Surgeons of Ontario (CPSO), hold an eligible certificate and be able to bill the Ontario Health Insurance Plan (OHIP).
Rural employers
Employers in census divisions with fewer than 150,000 people face lower gross revenue requirements.
What to prepare
- Employers: accurate corporate, revenue, payroll and workplace information; a genuine, permanent, full-time position; the correct occupation code, duties, work location and wage; and records supporting the business and the need for the position.
- Candidates: a job offer alone does not make a person eligible. Check work experience, language results, education, any required licence, legal status and the details the employer enters.
- Both: the employer's and the candidate's submissions should describe the same real position. Differences in wage, duties, work location or employment dates can cause delays or credibility concerns.
