Canada’s permanent-residence caregiver pilots are currently closed to new applications while IRCC processes existing files.

Current program status

IRCC states that the Home Care Worker Immigration pilots are closed while it focuses on processing existing applications. Prospective applicants should not rely on announcements or eligibility summaries from before the closure.

Older Home Child Care Provider and Home Support Worker pilots ended in June 2024. Temporary caregiver work may still be possible through a separate work-permit route where all current requirements are met.

Programs to distinguish

Home Care Worker Immigration pilots

Permanent-residence pilots for home child care and home support. Both streams are currently closed to new applications.

Former 2019 caregiver pilots

The Home Child Care Provider and Home Support Worker pilots ended on June 17, 2024.

Temporary caregiver work

A separate employer and work-permit process may apply; it is not automatic permanent residence.

Existing applications

People who applied before closure should follow the instructions that apply to their submitted stream and application stage.

If a future intake opens, verify

  • The exact stream and whether intake is open
  • A genuine qualifying full-time job offer
  • Relevant work experience or training
  • Required language and education levels
  • Whether the applicant is in Canada or outside Canada
  • The application cap and submission method

    Use the IRCC caregiver page before paying, accepting an offer or preparing a pilot application.

    Separate PR from temporary work

    Confirm whether the proposed route is permanent residence, a work permit, or both.

    Existing applicants should keep status, employment and contact information updated where required.

    Wait for official instructions

    Do not use a previous intake guide for a future reopening unless IRCC confirms it remains applicable.

  • A caregiver job offer does not create an open permanent-residence pathway while the pilots are closed.
  • Older pilot names and requirements are frequently confused with the newer, currently closed pilots.
  • Recruitment and employment must comply with Canadian employment and immigration law.
  • No representative or employer can guarantee that a closed stream will reopen or accept a future application.
