Ontario Immigration Changes 2026: OINP Streams Removed, Targeted Draws Introduced

Ontario Plans Major Overhaul of Immigration Programs in 2026
Ontario is preparing significant updates to its immigration system through proposed amendments to the Ontario Immigration Act (OIA). These changes are expected to reshape how the Ontario Immigrant Nominee Program (OINP) operates, including restructuring current streams, introducing targeted selection rounds, and strengthening employer-related requirements.
The reforms are scheduled to take effect on May 30, 2026, although the province has not officially confirmed whether new immigration streams will launch on the same date.
Elimination of Existing OINP Streams
As part of the reform, Ontario plans to discontinue several current immigration categories. Applicants who would normally qualify under these streams may no longer be eligible once the changes take effect.
The streams expected to be removed include:
-
Foreign Worker stream
-
International Student with Job Offer stream
-
In-Demand Skills stream
-
Master’s Graduate stream
-
PhD Graduate stream
-
Human Capital Priorities stream
-
French-Speaking Skilled Worker stream
-
Skilled Trades stream
-
Entrepreneur stream
At this stage, it is unclear whether these categories will be replaced with similar pathways or entirely new program structures.
Introduction of Targeted Draws
A key change in the new framework is the expansion of selection methods to include both general and targeted draws across applicable streams.
Under the updated rules:
-
The program director will have authority to determine whether invitations are issued through general or targeted draws.
-
Targeted draws will focus on candidates who meet specific labour market or human capital criteria.
-
Only candidates with relevant attributes will be ranked and invited.
Selection factors for targeted draws may include:
-
Education level and field of study
-
Language proficiency (English or French)
-
Willingness to live outside the Greater Toronto Area
-
Work experience, skill level, and earnings history
-
Alignment with Ontario’s labour market needs
General draws will continue to operate similarly to the current system, where candidates are ranked based on program scoring criteria.
New Employer Verification Requirements
Ontario is also strengthening oversight of employer-supported applications through new verification rules linked to its employer portal.
Under the revised regulations:
-
Candidates requiring a job offer must receive it from an employer registered with the province.
-
Employers must register with program authorities before submitting job offers.
-
Job offers must meet eligibility standards before being used in an immigration application.
These changes aim to improve transparency and ensure the integrity of employer-driven streams.
Potential New Immigration Streams
Earlier consultations conducted in late 2025 suggest that Ontario may introduce a completely new structure for its immigration programs.
Proposed changes include:
Phase 1
-
Merging existing employer job offer streams into a single program
-
Creating two pathways based on skill levels (TEER 0–3 and TEER 4–5)
Phase 2
-
Replacing remaining streams with new categories such as:
-
Healthcare-focused stream
-
Entrepreneur stream
-
Exceptional talent stream
-
While these proposals have not yet been finalized, they provide insight into the province’s long-term immigration strategy.
What This Means for Applicants
These upcoming changes indicate a shift toward a more flexible and targeted immigration system in Ontario. Applicants may need to adapt to:
-
New eligibility criteria
-
Increased focus on labour market needs
-
Greater importance of employer compliance
-
More selective invitation processes
Further announcements are expected as the implementation date approaches.
