🏠 Home Care Worker Immigration Pilots 2025

The Home Care Worker Immigration Pilots provide a pathway to permanent residence for skilled workers in two fields:

  • Child Care
  • Home Support

Application Streams

There are two application streams under each pilot:

  1. Workers in Canada Stream
    🟒 Opens March 31, 2025, at 10:00 a.m. ET
    Deadline: March 30, 2026
  2. Applicants Not Working in Canada Stream
    πŸ”΄ Currently Closed – will reopen at a later date.

Application Fees

  • Starting from $1,525 CAD
  • Includes:
    • Processing fees
    • Right of Permanent Residence Fee
    • Biometrics fee
    • Other possible third-party fees: medical exam, police certificates, ECA, language test

Who Can Apply

To qualify for either pilot, applicants must:

  • Plan to live and work outside the province of Quebec
  • Meet language requirements: minimum CLB 4 in reading, writing, listening, and speaking
  • Meet education requirements:
    • Minimum: Canadian high school diploma or equivalent
    • If educated abroad: provide an Educational Credential Assessment (ECA)
  • Have a valid job offer in child care or home support
  • Be admissible to Canada
  • Provide proof of funds (for applicants outside Canada)

Work Experience or Training Requirements

Applicants must have one of the following:

  • At least 6 months of continuous, full-time, relevant work experience within the last 3 years
    OR
  • A relevant training credential completed within the last 2 years

βœ”οΈ Eligible Occupations (NOC Codes)

Child Care Pilot

  • NOC 44100 – Home Child Care Providers
  • NOC 42202 – Early Childhood Educators and Assistants (some roles excluded)

Home Support Pilot

  • NOC 44101 – Home Support Workers
  • NOC 33102 – Nurse Aides, Orderlies, and Patient Service Associates (institutional work may be eligible)

⚠️ Work experience as a student, self-employed person, or foster parent does not count.

Educational Credential Assessment (ECA)

Applicants with foreign education must obtain an ECA showing equivalence to a Canadian high school diploma or higher.

Designated ECA Organizations:

  • World Education Services (WES)
  • Comparative Education Service (CES – University of Toronto)
  • International Credential Assessment Service (ICAS)
  • International Qualifications Assessment Service (IQAS)
  • International Credential Evaluation Service (ICES)

Your ECA must:

  • Clearly state equivalency to a Canadian secondary school diploma or higher
  • Be less than 5 years old at the time of application

Workers in Canada Stream – Eligibility

Applicants must:

  • Be living in Canada (may be temporarily outside, e.g., on vacation)
  • Be authorized to work full-time in a non-seasonal job through:
    • A valid work permit, OR
    • Maintained status, OR
    • Public policy authorization

❌ Not eligible if working without a permit, as a business visitor, or under a study permit.

Out-of-Status or Unauthorized Workers – Public Policy

A special public policy allows some out-of-status workers in Canada to apply.

βœ… To Qualify, You Must:

  • Be in Canada at time of application
  • Have no valid work permit or status (visitor or undocumented)
  • Have legally entered Canada on or before December 16, 2021
  • Have continuously lived in Canada since then
  • Have held a valid work permit at some point during this period
  • Not be inadmissible for reasons other than:
    • Overstaying
    • Working or studying without authorization
    • Having family members with such history

❌ You Are NOT Eligible If:

  • You entered Canada after December 16, 2021
  • You filed a refugee claim
  • You are under a removal order
  • You are currently on a study permit
  • You never had a valid work permit during your current stay

Job Offer Requirements

A valid job offer is required in either:

  • NOC 44100 – Child Care
  • NOC 44101 – Home Support

Job Offer Must Be:

  • In Canada, outside Quebec
  • Full-time (30+ hours/week) and permanent
  • Genuine, with:
    • Real need for the role
    • Employer capable of paying wages
    • Wage at or above provincial median or national median

Job Offer Must Include:

  • Hourly wage
  • Job duties
  • Employment requirements

❌ Ineligible Job Offers:

  • In institutional settings (e.g., daycare, nursing home)
  • Foster parent roles
  • NOC 42202 (child educators)
  • NOC 33102 (nurse aides)

🚫 Ineligible Employers:

  • Recruitment or placement agencies
  • Embassies or diplomats
  • Non-compliant employers
  • Yourself or family members (spouse, parent, grandparent, child)

βœ… Eligible Employers Must:

  • Have a CRA business number
  • Be:
    • A private household, OR
    • A business/non-profit that hires directly and manages work conditions

Employer Forms

Employers must complete and sign:

  • IMM 0267 – Private Household
  • IMM 0268 – Business or Non-Profit

These must be uploaded with your online application.

How to Apply

  2. Create Account
    Use the Permanent Residence Portal
  3. Choose the Right Category
    • Choose β€œEconomic” program
    • Select correct pilot and subcategory (regular or public policy)
  4. Upload Required Forms & Documents

After You Apply

You May Be Asked To:

  • Provide biometrics (within 30 days)
  • Attend a medical exam (you and family members)
  • Submit additional job offer proof from employer

Track Application:

Use the Application Status Tracker on IRCC’s website.

While Waiting (If in Canada)

  • You may stay in Canada only if you maintain valid temporary resident status
  • Keep your status up to date while you wait for a decision

Final Decision

  • IRCC will notify you of the outcome

  • You’ll receive instructions for final steps to become a permanent resident

❌ If Refused:

  • You will be informed of the reason
  • You may reapply if eligible or consult legal counsel

Canada’s Home Care Worker Pilot Program: Reopening March 31, 2025

Exciting news for those looking to immigrate to Canada as home caregivers! The Canadian government has announced that the Home Care Worker Pilot Program will reopen on March 31, 2025.

Although the detailed instructions for this program have yet to be released, based on prior announcements by the Immigration Minister in June 2024, here are the anticipated requirements:

Eligibility Requirements

Full-Time Job Offer:

Applicants must secure a full-time job offer in one of the following NOC codes:

44100 (Home Child Care Provider)

44101 (Home Support Worker)

Work Experience

A minimum of 6 months of related work experience in one of the above NOC codes.

Language Proficiency

English or French proficiency at CLB 4 or higher.

Education

Minimum requirement: High School Diploma (foreign credentials must be assessed for equivalency in Canada).
