Proof of Certification for Skilled Trades in Canada
A Certificate of Qualification (COQ) confirms that you are fully certified to work in a designated skilled trade in Canada. For immigration purposes, a valid COQ can replace the job offer requirement under the Federal Skilled Trades Program (FSTP) — making it one of the most valuable documents a tradesperson can hold.
A Certificate of Qualification (COQ) confirms that:
- You have passed the required certification exam
- You meet all provincial, territorial, or federal standards to practise that trade
This certification is issued by either:
- A provincial or territorial authority that governs trades in their region, or
- A federal agency, depending on the specific trade
Before receiving a COQ, your education, work experience, and skills will be assessed by the relevant authority to determine if you are eligible to take the certification exam.
Certificate of Qualification (COQ) and Express Entry — Why It Matters
Under the Federal Skilled Trades Program (FSTP), you must have either:
- A valid job offer in your trade, OR
- A valid Certificate of Qualification issued by a Canadian provincial, territorial, or federal authority
If your chosen province or territory does not issue a COQ for your specific trade, you must have a valid job offer to qualify under FSTP.
The Red Seal Program
The Red Seal Program — also known as the Interprovincial Standards Program — allows tradespeople who pass a standardized exam to work in their trade across Canada without needing additional certification in each province or territory.
- A Red Seal endorsement is recognized in all provinces and territories
- It is accepted as a valid Certificate of Qualification (COQ) for Express Entry purposes
- If you hold a Red Seal, you do not need a separate provincial COQ

Important: If your chosen province or territory does not issue a Certificate of Qualification (COQ) for your specific trade, you must have a valid job offer in that trade to qualify under Express Entry FSTP.
Federally Regulated Trades
Some trades are regulated at the federal level rather than by provinces or territories — for example, aircraft mechanics.
