What is the Provincial Nominee Program (PNP)?

Canada is a large and diverse country, and the economic needs of its regions vary significantly. What supports the job market in Toronto may not align with the priorities in Saskatoon, and the workforce needs in Vancouver can differ greatly from those in Charlottetown. Recognizing this, Canada created the Provincial Nominee Program (PNP) to ensure immigration policies reflect not only national priorities but also regional realities.

The Provincial Nominee Program (PNP) empowers each participating province and territory to nominate individuals who have the skills, experience, and intent to contribute to their specific communities. This system helps spread the benefits of immigration more evenly across the country, supporting regional growth and filling local labor market gaps.

Note: Quebec and Nunavut do not participate in the Provincial Nominee Program (PNP). Quebec operates its own independent immigration system.

Types of Provincial Nominee Program (PNP) Streams

Each province and territory in Canada offers its own Provincial Nominee Program (PNP) streams designed to address specific economic and labor market needs. These streams are tailored to attract different categories of applicants based on their skills, experience, and potential to contribute to the region. The most common types of streams include:

Skilled Worker Streams

These streams target individuals with work experience in high-demand occupations. Candidates are assessed based on their education, professional background, and language proficiency.
Examples:

  • Saskatchewan’s International Skilled Worker stream

  • Ontario’s Human Capital Priorities stream

Express Entry-Aligned Streams

Also known as enhanced streams, these are connected to the federal Express Entry system. Applicants who receive a nomination through one of these streams are awarded 600 additional Comprehensive Ranking System (CRS) points, significantly boosting their chances of receiving an Invitation to Apply (ITA) for permanent residence.
Examples:

  • Alberta’s Express Entry Stream

  • Nova Scotia’s Labour Market Priorities stream

Entrepreneur and Business Streams

These streams are designed for individuals who wish to start, purchase, or invest in a business in Canada. They often require a business plan, investment capital, and prior management experience.
Example:

  • British Columbia’s Entrepreneur Immigration stream

International Student Streams

Targeted at recent graduates of eligible Canadian post-secondary institutions, these streams encourage students to stay and contribute to the local economy after completing their studies.
Example:

  • Manitoba’s International Education stream

Semi-Skilled and Low-Skilled Worker Streams

These streams are aimed at workers in industries that often face labor shortages, such as hospitality, food processing, agriculture, and trucking.
Example:

  • Newfoundland and Labrador’s Entry Level and Semi-Skilled Worker category

Eligibility Requirements for the Provincial Nominee Program (PNP)

Eligibility for the Provincial Nominee Program (PNP) varies from one province or stream to another. However, most streams share a common set of requirements designed to assess your ability to contribute to the local economy and successfully settle in the region.

Below are the general criteria that many provinces consider when evaluating applicants:

Work Experience

  • Applicants are typically required to have relevant, recent work experience in an occupation that aligns with the province’s labor market needs. The length and type of experience required vary by stream, but 1–2 years of full-time experience is a common benchmark.

Education

  • Most streams require a post-secondary diploma or degree. If your education was completed outside Canada, you’ll need an Educational Credential Assessment (ECA) from a designated organization to verify its equivalency to Canadian standards.

Language Proficiency

  • You must demonstrate proficiency in English or French by taking an approved language test such as IELTS, CELPIP, TEF, or TCF.
  • Most skilled worker streams require a minimum CLB (Canadian Language Benchmark) score of 7, while some semi-skilled streams may accept a CLB score of 4–6.

Ties to the Province

Certain streams prioritize applicants who already have a connection to the province, such as:

  • A valid job offer from a local employer

  • Prior study or work experience in the province

  • Close family members residing there

These ties demonstrate your intent and potential to settle successfully.

Proof of Funds

  • Unless you have a valid job offer, many streams require you to show proof of sufficient financial resources to support yourself and your accompanying family members after arriving in Canada.

Intent to Reside in the Province

  • Applicants must show a genuine intention to live and work in the nominating province or territory. This could be expressed in your application, through supporting documents, or during an interview (if required).

How to Apply for the Provincial Nominee Program (PNP)

The application process for the Provincial Nominee Program (PNP) depends on how you plan to apply:

🔸 Option 1: Through the Express Entry system (called an enhanced nomination)
🔸 Option 2: Through the non-Express Entry route (called a base nomination)

Each option has its own steps, and the right choice for you depends on your profile, qualifications, and immigration goals.

Option 1: Express Entry Process (Enhanced PNP Stream)

This route is ideal if you are already in the Express Entry pool or eligible to create a profile under one of the three federal programs:

  • Federal Skilled Worker Program (FSWP)

  • Canadian Experience Class (CEC)

  • Federal Skilled Trades Program (FSTP)

Step 1: Check your eligibility

Make sure you qualify for:

  • The Provincial Nominee Program (PNP) stream of your chosen province or territory, and

  • One of the three federal Express Entry programs listed above.

Step 2: Get a nomination

You have two options:

  • Apply directly to a province’s Express Entry-aligned stream, or

  • Create an Express Entry profile and indicate interest in specific provinces. If a province sends you a “Notification of Interest”, you can apply for a nomination.

Step 3: Update your Express Entry profile

If you receive a nomination, update your Express Entry profile to reflect it. You will receive 600 additional CRS points, increasing your chances of getting an Invitation to Apply (ITA).

Step 4: Apply for permanent residence

Once you receive an ITA, submit your PR application through the Express Entry system.

Option 2: Non-Express Entry Process (Base PNP Stream)

This path is suitable if you do not qualify for Express Entry, or if the provincial stream you’re applying to is not linked to Express Entry.

Step 1: Check your eligibility

Review the requirements of the base stream for the province or territory where you want to live.

Step 2: Get a nomination

Apply directly to the province or territory’s non-Express Entry stream and submit all required documents.

Step 3: Apply for permanent residence

Once nominated, apply for permanent residence through IRCC’s online portal (not through Express Entry).

Note: You will not receive Express Entry CRS points with this method, but your application will still be considered under regular PR processing.

Frequently Asked Questions (FAQ)

The PNP is a Canadian immigration pathway that allows provinces and territories—except Quebec and Nunavut—to nominate skilled individuals for permanent residence. Each region designs its own streams to attract immigrants who meet local labor market and economic needs.

Eligibility varies by province and stream, but generally includes:

  • Work experience in an in-demand occupation

  • A post-secondary degree or diploma (with ECA if obtained outside Canada)

  • Language test results (IELTS, CELPIP, TEF, or TCF)

  • Provincial connections such as a job offer or prior study/work

  • Proof of settlement funds (unless exempt)

Not always. While many PNP streams prioritize candidates with job offers, others—like Saskatchewan’s Occupation In-Demand stream—accept applicants without one. It’s important to check the requirements of each specific stream.

Express Entry is a federal system that manages applications for three programs (FSW, CEC, FSTP). The PNP is managed by provinces and territories. Some PNP streams are aligned with Express Entry, offering faster processing and a 600-point CRS boost. Others follow a base (non-Express Entry) process and require paper-based applications.

Costs depend on the province. Some, like Nova Scotia, charge no fee. Others, like Ontario, may charge up to CAD $1,500. In addition, you must pay federal PR fees to IRCC (CAD $1,365 per adult as of 2025). Always check the latest fee info on the province’s PNP website and Canada.ca.

  • Provincial nomination: Typically 3–12 months, depending on the province.

  • Permanent residence application:

    • Express Entry-aligned streams: ~6 months

    • Base streams: 12–18 months or more

Yes. Several provinces offer dedicated streams for international graduates from Canadian institutions. For example:

  • BC: International Graduate stream

  • Manitoba: International Education stream
Eligibility often includes a job offer and graduation from a recognized Canadian post-secondary school.

Yes. Your spouse or common-law partner and dependent children can be included in your permanent residence application. They will receive PR status with you, provided they meet the basic admissibility requirements.

Yes, you may apply to multiple streams or provinces if you meet their requirements. However, you can only accept one nomination for permanent residence. Applying to multiple streams may improve your chances but requires extra fees and effort.

Once nominated:

  • If your stream is Express Entry-aligned, update your profile to receive 600 additional CRS points and wait for an invitation from IRCC.

  • If it’s a non-Express Entry stream, submit your PR application directly to IRCC (usually paper-based).

  • In both cases, complete medical and police checks, then wait for IRCC’s decision.

While Canada’s Charter allows PRs to live anywhere in the country, you are expected to intend to live in the nominating province when applying. Misrepresenting your intent can lead to serious consequences. Some streams may even require you to reside in the province until specific conditions are met.

Follow these steps:

  1. Research which province fits your profile and goals

  2. Select the right PNP stream (skilled worker, graduate, entrepreneur, etc.)

  3. Prepare your documents (work history, education, language tests, funds)

  4. Apply through the provincial portal

  5. If nominated, submit your permanent residence application to IRCC
